I am one of the largest Delco distributors in Canada....
Here is cut and paste of the bulletins...

BULLETIN ACD09-154
DATE: September 2009
TO: All ACDelco Distributors
SUBJECT: FILTER DESIGN CHANGE – PF46, PF47, PF52 AND PF61
Description
ACDelco is implementing a design change on the PF46, PF47, PF52 and PF61 ACDelco Oil Filters due to capacity constraints on the current product design. GM engineers have approved the new design which will begin to be incorporated in upcoming vehicle designs. This OE approved and manufactured filter provides the same Duraguard filtration performance as the previous design and specifically utilizes the original ACDelco media that traps particles down to 25 microns. Additional features include a slightly smaller can, fully covered baseplate, non-metallic end caps and high strength nylon core. This newly designed oil filter has the benefits of not only bringing excellent filtration performance, it is also environmentally friendly with components that can now be easily separated into steel, oil and parts to incinerate, resulting in less waste.
The Durapack versions of the newer design filter have begun shipping. The boxed or individually packaged versions will utilize the available production capacity on the original design, where possible, and will then begin to rollover to the newer design.

The current ACDelco short number will be used for the new design (interchangeable supersession). The system will automatically supersede to the new design.

Sorry the chart in the first reply didn't work...
Here is the next bulletin....

BULLETIN ACD09-174
DATE: OCTOBER 2009
TO: All ACDelco Distributors
SUBJECT: Classic Oil Filter Design Reintroduction: PF46, PF47, PF52 & PF61
Description
Earlier this year, ACDelco introduced a new OE filter design for our PF46, PF47, PF52 and PF61 oil filters. This change in filter design was implemented by our OE engineers to be used in production of 2010 vehicles and as a replacement filter for certain out of production applications.
Due to the volume of vehicles that currently exist with the prior design; a decision has been made to reintroduce the original, classic design in the boxed version, for the ACDelco channel only. This will allow consumers who prefer the original design to continue to use it on their vehicles. The filters are identical to the previous design in all aspects and will carry the previous short number, i.e., PF46. The current OE design will continue to be available under the new short number "PF46E" and will carry the current long number.
In summary, the changes are as follows:
 ACDelco has reintroduced the original version of the subject filters in the boxed version using current short numbers: PF46, PF47, PF52 and PF61 for the ACDelco Channel only.
 Current OE production part numbers will change to an "E" suffix, i.e., PF46E.
 Durapack quantities continue to be available in the "E" version, using the short number with an "F" suffix, i.e., PF46F. Classic design is not available in Durapack quantities.

BULLETIN ACD09-187
DATE: NOVEMBER 2009
TO: All ACDelco Distributors
SUBJECT: Cancellation of Classic Oil Filter Design: PF46, PF47, PF52 and PF61
ACDelco is suspending the offering of classic filters PF46, PF47, PF52 and PF61. The re-introduction of the classic filters was announced on bulletin ACD09-174, published in late October.
Any orders currently in the system will be filled, and stock will be exhausted and not replenished.
The newer design will continue to be available boxed from the PDC’s and direct ship from the supplier on the Durapack program.
Part number summary as follows:
sorry this is not copying off the PDF!!
Boxed from the PDC Durapack numbers
The part number packaging and labeling for these filters are being changed to reflect the ‘E’ suffix. This will be a rolling change that will occur over the next few months. The PF46E, PF47E, PF52E and PF61E are the same filters you receive today as PF46, PF47, PF52 and PF61.
We apologize for any inconvenience this may cause you.

Classic filters will be available until inventory is exhausted.

Lastly, there is a bulletin from January 2010 indicating a rolling label change....

So don't be afraid of any of these Delco filters. Some distributors have one number, others stock the others!

I honestly don't think the price has changed in a while....regardless of packaging. It's all in how you purchase them!

I was a little confused buying my filter today. I saw that E on the end of the number, and had never seen that before. I thought I would check here to see if it is the same and correct filter, and apparently, it is.
Thanks for the info 87gtNOS.

So is the 46E better than the 46? If so, why still sell the 46? My parts store has both and at the same price.

The "e" is for environmental friendly, and is designed to be more easily recycled. ie probably just a reason to build a cheaper filter.

I think I will keep using WIX!

It’s the same diameter, thread, and seal as the OE PF46E, but just over an inch taller. Will probably thread, seal, and filter at least as well — and possibly better — than the 46, but will hang down a full inch lower!
Can’t speak for you or others, but I don’t have an extra inch of ground clearance.
