i went to get a smog check and the tech said there was no power to the obd 2 port. he jumpered a wire from the battery to the connector and got it to work. also, when he did this the lights came on in the foot wells.
any idea where to check? he looked at all the fuses and they looked ok but he did not pull them all out and check each one. the cig lighter fuse is ok i checked that one.

any thoughts?

Look in your OWNERS MANUAL-has all the fuse names and locations.
