Default Issue with IPC Illumination

Recently my IPC illumination started to intermittently work. The following things appear to work fine:
  • Head Lights (high and low beam)
  • warning lights (check engine, brake, etc).
  • Blinkers
  • All gauges
  • No IPC DTC codes

The Following things do not work:
  • Dash Illumination
  • AC Illumination
  • Door controls illumination
  • Radio illumination
  • Dimmer switch (except when turn all the way for courtesy lights, those work)

Things I have checked:
  • DTC codes
  • Fuses (all were in tact)
  • disconnected battery (just for good measure)
  • Tried to turn off Twilight, car must be Canadian, cause the option to turn it off wasn't there

I have been reading the shop manuals which say that if the illumination doesn't work, I will likely need to replace the IPC unit. I am wondering if anyone has experienced this, and if so what is the fix. Do I just need to replace the bulbs, is there a relay somewhere I can check?

I will check the connections tomorrow, I don't think this is the issue as everything else works.

If I do have to replace the IPC, how much should that run?
