a lot of European cars do this! maybe not so much in america, but in germany most cars do this because the roads are so small

It is illegal in Arkansas. They changed that once for a few years, but then made it illegal again. Don't think it gets enforced much.

If your have have HID's you might need resistors, or could be a sign of a bad head light motor (gear)

I was going to say something like Jake did. I have HID Lows and Fogs. When I installed the HID Lows, I could switch to parking lights without the lights popping up. After installing the HID Fogs though, the lights pop up now when i switch to parking lights, but if I click it back to off and then parking lights again, the lights will go down and not pop up. Would resistors cure this?

I have 4300 temp HID lows and fogs. I have the ACA kit from JW Motoring that included a harness for the ACA projector lows that connects directly to the battery which fixes the problem.
