It's vinyl as far as I know. The 303 Protectant is a good product.

Thanks for the recommendation. I use 303 products on my C5 convertible top and it works better than any other top cleaner and protectant on the market. Will try it on dashboard.

Another vote here for 303 Protectant.
A tip: After you apply the 303, let it dry about an hour or so and then buff the area with a clean, lint-free cloth. Will even out the finish, creating, IMHO, a more fresh-from-Bowling-Green look.
