Front License Plate Mounting

Front License Plate Mounting
I just picked up a 99 FRC and need to mount a front plate on it. I've found part number 10288541 for the license plate surround and have ordered one.
I removed the front plate cover (with the Corvette logo) and cannot figure out how to mount the plate. There are 4 bumps where the screws would go, but the top 2 don't have holes and the bottom 2 have plastic plugs. How is the plate supposed to attach to the bumper?

Just insert the tabs on the top of the "license plate surround" into the holes. There are two screw holes in the lower part of the license plate that show you where to drill the pilot holds for the two screws.
Drill the pilot holes and then insert two screws to hold the plate to the car.

Ok, there aren't any holes in the white plastic plugs so I'll just drill into those. That's what I figured, but I thought perhaps there may have been another way I hadn't thought of. Thanks.

You said the bottom two "bumps" have plastic plugs in them. If that's the case, then there are probably holes already there. Otherwise why would there be plugs? I would think you could simply remove the plugs and voila, holes to fasten the plate to.

When I installed my front plate I just had 2 bottom screws to remove just like the video then I put the plate under the surround which fit perfectly and reinstalled the two bottom screws.
