Just as a reference, I normally drive quite conservatively and I am getting 18mpg city/28mpg hwy and 23/24mpg combined. My only mods are headers, hi-flow cats and Borla exhaust. I disabled the CAGS as soon as I got the car, but I still shift first to fourth a lot of the time because premium unleaded costs $US6.00 a gallon here!

Air filter is new plugs are next

I just did a complete tune-up on my 02 Z06 last week. According to the DIC I was getting 29.2 mpg on the interstate driving to and from the "Run to the Sun" at Myrtle Beach, SC. My average around town there was 22.7 before I reset it to drive to my home in the NC mountains. That was driving sensibly since my co-pilot does not appreciate my car's abilities as much as I do. Our cars can get great mileage if driven carefully, but what fun is that?

Seems very normal here. Have never gotten better than what you posted unless on a very long freeway trip when we use 6th gear. And that isn't very often. We just figure they are fun mpg's.

I've gotten 28 in my 98 6-speed vert on the highway. Not sure about city, probably upper teens.
