Don't know if it's a belt jam/twist issue or not, but there was a TSB regarding seatbelt retractor guides early in the C5 production run. I became aware of the TSB either late '99 or 2000.
The procedure involves adding a snap-in nylon guide designed to ensure against seatbelt twisting upon retraction into the roller drum.

excessive moisture (water leak, for example) can cause the pin that locks the take-up reel in place can rust so it no longer moves freely.
Is the floor behind the seat on the affected side wet?
To get to the seatbelt mechanism, you have to remove the interior trim starting at lower A-pillar by the hood release handle, then remove the the door sill trim, then the piece behind the targa top, then finally the B-pillar trim piece.
taking the seat out makes it easier to get to the panels.
