Default sandable primer?

I've got a 97 that I want to do a vinyl wrap on. The problem is that I have some spots where the paint bubbled, and some spots where the paint is chipped away.
If I wrap over them, I feel like they will be highly visible.
So I was thinking about scraping the bubbles off, then using a high build primer, then sanding so it is smooth the paint. And for the chips, maybe break of anything loose, then do the same thing.

Once the car gets wrapped it will stay wrapped, so I am not worried about the color of the primer or scuffing the regular paint.

Anyone familiar with bodywork that could tell me if this idea would work

I don't see why not. I would spray a primer sealer over it before wrapping it.

This spot putty would probably work good on the chips:

Might work on where the paint bubbled, too.
