I had just this problem last week on my 98 where the vehicle thinks the steering wheel is locked and you can put the car in reverse but if you put it in drive the fuel pump shuts down as a safety precaution. I had to have the vette flatbed to the dealer where they partially disassembled the steering column and replaced a shorted ignition lock relay. Initially they thought it was a computer issue that could be corrected via reprogramming.
