How hard to swap 99-02pcm into 1997
I think I finally decided to swap to a newer PCM but aside from the time to repin the harness, what all else has to be done? Any problems to worry about? And how can I make this work with hp tuners? I have hp so I'd prefer to do everything with it but does my vin have to match?

I know with EFILIVE you can change the VIN on any ECM so I would assume the same with HP
However --My question is WHY ?? you think you need a newer ECM ???
Please explain and tell us your mods and expected HP level

The 97-98 PCM's are almost impossible to find for under $700 at the minimum.. But right now I am just bolt-ons, 3.42 gears and a 125 shot. In the next year or two I plan to slowly head towards a twin turbo setup though so I know I will eventually max out my maf table, plus the ease of tuning. But I did finally find out for sure what all had to be done to transition to the newer PCM and use hp tuners so I should be good now! 👍

It is a huge undertaking to swap into a later model ECM than your 97
There are other options that are available to you that are much simpler with boost ot NOS
1. is to covert your ECM to a "speed density tune" where no MAF input is needed
2. The other one is to aa convert your ECM into a "semi open loop tune"Where no 03 data is needed
I have tuned 97-98 ECM's with 8 PSI boost safely using the stock ECM---as long as your tuner knows how to tune it in PE regardless of MAF input----by using a wideband 02
