I would say clean 'em up or scuff them with fine steel wool and apint with high heat paint..no experience with this just off the top of my head..

Make a template out of thin cardboard or poster board. Make sure the hole fits tightly around the hat, tape it down and have at it.

How bad is it for paint to get one the surface that the pad uses?

This is what I did and it worked perfect. I let the paint bleed a little onto the surface where the pad rides to ensure I would get the whole rotor.

once on the car your brake pads will clean up any small errors.

I painted my hat. I used masking tape and tore off small amounts of tape about 2" long or so and went around in a circle the best I could. High temp paint from NAPA worked fine. Put on about 3 coats. You can use a little acetone to remove any overspray, but don't worry, the pads will remove anything anyway. My job looks good and I've had the rotors on for about 2.5 months, no problems. Enjoy!
