Default Engine or Exhaust Mod

Here's the dilemma. I can do one or the other of the following.

Engine Mods - Port heads, change valvesprings, change camshaft.

Exhaust Mods - Install headers, hi flo cats, X pipe & cat back exhaust.

I have a 2001 C5 LS1 vert. Currently it is completely stock.

Which of these mods would be the preferred choice to achieve the best performance gain?

Given those two choices, I'd do the Exhaust Mods. They set the ground work for everything else. Doing the Engine Mods you mention will require a tune. Why bother tuning into an exhaust that you will just end up changing later anyway?
