Blower Motor not working

Blower Motor not working
1999 6 spd with manual air - Had water back up in blower motor area. Motor stopped working, checked fuse ok replaced BM resistor still no blower motor. Hooked motor up directly to battery no spin. Took motor apart and cleaned brushes then tested directly to battery with jumpers motors spins. Connected to resistor lead still no blower. Is there a relay I am failing to find or control module ????Not sure what to do next.
Have power going into resistor but nothing coming out.
also cleaned out ac drain and all kinds of debris came out. sucked it out with a shop vac.

What year car do you have and do you have manual or automatic air? There are some differences.

Blower Motor Relay
Mounted on the multi use relay and fuse bracket, above the Body Control Module (BCM).
Here is a diagnostic from the Service Manual.

Disconnect the blower motor connector.
Turn the ignition switch to the ON position.
Place the HVAC mode switch in the UPPER position.
Turn the blower switch to the LO position.
Connect a DMM between terminal A of the blower motor connector and a known good ground.
Measure the available voltage at terminal A of the blower motor connector.
Is the voltage within the specified values?
10.0 -14.0V
Go to Step 3
Go to Step 10

Connect a DMM between a good ground and terminal B of the blower motor connector.
Measure CKT 150 for continuity to ground.
Is the resistance to ground less than the specified value?
0.5ohms
Go to Step 4

Replace the blower motor. Refer to Blower Motor and Fan Replacement .
Is the repair complete?

Disconnect the blower motor control module connector C2.
Connect a DMM between the blower motor control module connector C2 terminal 2 and a good ground.
Measure CKT 150 for continuity to ground.
Is the resistance to ground less than the specified value?

Locate and repair an open or a high resistance in CKT 150 (blk wire) between the blower motor connector and the blower motor control module connector C2.

Measure CKT 150 for continuity to ground.

Blower motor working again
Thanks to Bill and the schematic he sent me I was able to trace my fan motor not working. Turned out to be the relay. But without the schematic I wouldn't have found which one it was. So thanks to you Bill for your responses.

Replaced resister
98 C5 replaced resister .....blower working correctly now
1.tested motor once out worked with power
2.tester showed power coming out of the old resister but would not operate motor correctly
3.pulled resister out looked fine but decided to replace it anyways
4. 50$ at Napa had it on the shelf "updated replacement" put it in everything working like brand new again
