No one has answered. What would the performance gain be? Would the gains be on High horsepower cars only?

Easy one is no, you do not lose your fuel guage.

You will have to use EFI Live for this. Depending on yoru mods and such, if yoru stock you can load up a 1999-02 Corvette Operating system with your Vin and your fuel guage will work, it will need to be re-called but a tuner can do this for you.

For me, i used EFI Lives custom operating system #5 and segment swapped the 99 vette fuel segment into the tune, so my fuel guage works just fine. PM me if you need more info id be glad to help you out in any way i can.
Can HPTuners be used to do this?

Default Fuel Gauge

I did this on my 98 and first I used a 99 program. I went to a 01 and now my fuel guage does not work properly. Anyone else have this problem? or did something just happen to quit on me.

Need to rescale it. Had the same problem and ran it out of gas. Had to have it towed because I thought the fuel pump went out. Compare the values from a 98 and a 01.

Any chance you could send me a modified file to look at? I have tried several things and couldnt get it to work properly.

You can download them from the repository. The fuel primary vs level and the secondary vs level are where I made my changes. I used the 98 values for everything in the fuel tab. What about it does not work properly?

I looked at that but the tables were not the same. When it is full it shows empty then when it gets a gallon or two out of the tank it will show 3/4 then when it gets to about 1/3 tank it shows empty again. I haven't taken it much lower but once and I think it showed 1/4 and it was almost empty.
Is that similar to what you saw?

Does anyone know if a '97 Vin can be swapped to a 99-03 computer using EFI Live?

Here, in Ca, the smog tech needs to plug into the OBDII port and download information, including the VIN, from the PCM to the State computer.

I know that with HP Tuners I can't write the 97 vin to a late model and so far, no real success with EFI either.

Absolutely. I have a 411 PCM in my 97 as we speak with my 97 VIN.
