Fuse no. 22 and 12 in Passenger footwell fuse box

Default Fuse no. 22 and 12 in Passenger footwell fuse box

Am I correct with the fuse 22 and 12 which are empty spaces in the footwell fuse box are able to be used for an add a fuse circuit and are hot only with the switch in the on position. I have the battery out and was thinking about those 2 positions for a camera installation.

I used 22 for my heated seats application last week. Not hot when key is in off position. Don't know about 12.
