Default A/T Difficulty Shifting With Parking Brake On. Why??

I notice when i shift from Park to Reverse with the parking brake engaged (and my foot on brake), it is a bit difficult to shift. However, when shifting without parking brake engaged, no difficulty. Am i doing it backwards...are you first supposed to release the parking brake, then shift??

release the park brake, then place your foot on the brake, and shift :)
