Default OBD 1999 C5 no power can not detect scanner

I've been useing hpt with no problems. Went out to the car to download some changes and the OBD is dead.Scanner can not detect power so i checked fuse box by foot rest and found a blown fuse 1# changed fuse and still no luck any advice. Got it it was 9# fuse

well ill just keep theis thread going instead of making a new one. im in the same boat but all my fuses are good, i checked the # 4 and #5 pin on the port and they both have ground. is there something im missing?

So you have a good ground on 4 & 5 , but what about 12 volts on pin 16? What codes do you have?
