Default P0410-Air Pump

I have a code P0410
2002 C5 LS1
Heres what I have:
I've cleaned both air valves. They appear to be O.K.I used carb cleaner and air as recommended by others.

The air pump comes on when the engine is cold and blows hard. After a few minutes, the force decreases and completely stops.
Is this normal?
I would assume it should blow all the time. Am I correct?
Any help you gurus can give will be appreciated.

I'm checking at the hose connector near the alternator.

Car is 100% stock 75000 miles. I'm the third owner, I don't abuse it, I cruise in it.
I bought the car with 67000 miles on it.
First engine light since I bought it was 1 month ago.
Originally had a 1415 code. Cleared it, 2 weeks later had P0410. Had a P0141 code once, but has not reoccured.
Niether has the 1415 code.
The P0410 code keeps coming.
Any help will be appreciated

One last question.
As I stated, the pump comes on when the engine is cold and first started for the day.

However, the pump does not come on everytime I start it .
Should'nt it come on every time I start it?

What is the history here? New problem? Stock exhaust or headers? How many miles on the car? Are you the original owner?
I'm having the same code always coming back. Same observations with the pump coming on and blowing hard. Where are these check valves? I'd like to check those. And the O2 sensors? I have never received a code for these. But I have 167000 miles on my '00. Any reason why they would not code if bad and instead cause the P0410 to code? By the way, I did get a P0141 code the other day. 1st time I have seen it and it didn't come back yet.
