Default Headlight stuck

I have a 1999 today i turn the lights off and the passenger light stay up but the light is off. if i turn the lights on the light lights but just doesnt retract when turned off. Where do i start to look for the problem .

Does it make any noise like it is trying to work?

with only me its hard to say if its making any noise from inside the car turning it off

Fuses is there seperate fuse for each light the drivers side light works just fine

Also, check that the "bump stops" they have covers on them.....they get worn after years of use and heat. They limit the opening and closing space.

I went out to check the stops and the fuses turned car on worked the lights and now they are working maybe the drive gear in the motor is starting to go maybe
