Default Code B-0363 AC Issue

So I have searched and have not seen many threads about this code.
In a nut shell I have the usual hot on drivers, cold in pass side blowing. But one difference. At highway speeds the drivers side is hot, but at slower speeds I get cool air?
I thought it was the actuator, but if it blows cool that is not the case?
I filled the Freon so that is good.
Any suggestions?

Why did you add more R-134? Were the pressures wrong?

Yes it was a bit low. Didn't do much of anything though.
