Default Reclining C5 seats with play

Hi, I recently acquired C5 corvette seats that I'm installing in a custom made hot rod. I was having the reclining seat problem and followed the instructions in this forum to re-synchronize the cable / locking mechanism. I believe that was successful, which indicated to me that the cable was not broken. But even when the seat locks in position, the back still tilts forward by a few inches - in other words, if you hit the brakes, the seat will tilt forward by about 3-4 inches. When I took the seat apart, I found out the play is built-in at the pivot. I took a picture to illustrate - the pin can travel in the cam until it hits the front, and then stops, regardless of the seat's locked position.
Can anyone tell me if I'm mistaken? I mean it doesn't seem right that the locking mechanism should have this much room to move back and forth.
