Upon Starting my 98 I get a low Voltage Reading

Default Upon Starting my 98 I get a low Voltage Reading

Guys...recently changed out both my alternator and battery. Since doing so I get a 11volt reading upon the car starting. If I let it run for 1-2 minutes, it will then read 14.2 and run at 14 volts at steady state. I have checked the battery terminals to insure they are tight. Is there something else I should be looking to? Also, I have the car on a battery tender when not in use. Appreciate the help and thanks.

As a quick check to see if the reading of low voltage in the car relates directly to the battery do the following. Have someone read the battery voltage AT the battery before you start it and right after it runs before the alternator brings the voltage up.

It is possible that the issue is not low battery voltage but in the circuit that provides the IPC reading.
