What are these weird bolts with rivets near grounding points.

FLUX CAPACITOR GROUND POINT! Be careful!!!
LOL! NA.. Its the captured NUT retainer for the front cradle bolt. You will find three others on the top of the frame. Two on the drivers side and two on the passengers side.
NOTE!! IF,,,,,,,, you ever have to remove the cradle bolts... DO NOT use an impact wrench. You will destroy that captured nut bracket.

Haha thanks flux capacitor bolt was my first guess. I thought it might have something to with the grounding system since all the ones I saw were near the grounding bolts.

It's a bolt with a tab fixed to it under the head of the bolt. The bolt is dropped through the hole in the frame and then the tab is riveted to the frame so the bolt can't turn or be pushed out of the hole.
There are also 4 under the rear tub for the rear cross member and you can't get to them so it's important to have the tab to hold the bolt and it's also important to not damage the tab or rivet with an impact.
