Fuel Pressure bleed down after shutting off the car
Greetings peeps.
'99 coupe A/t here.
Ever since I bought the car in Oct 2013 it's always had this problem.
Never thought much of it, because, to me, it seems like an awesome anti-theft system.
I hop in and crank the key. No Start. Engine cranks and spins fine.
Alternate scenario.
I hop in and crank the key to the ON/RUN position, NOT to START.
I crank the key and listen to the fuel pump.
When the fuel pump shuts off, I recycle the key twice more, listening to the fuel pump until it shuts off.
Then I continue to START. Car starts right up.
I have already installed a new GM fuel pressure regulator/Filter.
Did not fix the issue.
I seem to recall something about a 'check valve' (?) somewhere in the system near the fuel tanks. (?)
I did a search of this forum and didn't find anything.
I've also searched through my Factory Service Manuals, (accurate factory manuals for the '99 Corvette) and didn't see anything about said 'check valve'.
My thought would have been that it's built into the filter/regulator, but since this continues after the replacement, I'm thinking that my somewhat faulty memory about a 'check valve' is correct.
Any ideas?
Thanks in advance.

Contact Marc at Vettenuts.net 615-896-6100 in regards a good used one, but be prepared, it is a PITA to install without kinking the nylon line. It can be done, but patience is paramount. Btw, this was used by all C5s from '97 to early '03 only.
Art: Here's a couple more threads with additional information on the subject:

I had thought of the injectors, and pulled the plugs once a couple of minutes after I shut her down. NOPE... All nice and dry.
