Default 99 A/C bi-level vent issue

99 with a manual control A/C. Air works great EXCEPT for a strange problem. With the control set to the dash vents, they work great. When on the floor vents, they work great. But if I try to put it on the bi-level mode, it will stay on whatever vent it was positioned before. For example: If it's on the dash vents and I move it to bi-level, it stays on the dash vents. But if it's on the floor setting and I move it to bi-level, it stays on the floor vents. I can't imagine where to look first when both vents work, just not together. I tried doing a search for this problem but found mostly climate control related issues.
