6 volts to injectors?

Default 6 volts to injectors?

Help I have a 1998 that cranks but wont start I ended up testing the injectors and the wires connecting to them and im only reading 6 volts is this correct or am I suppose to be getting 12 volts? someone please help

Here is a copy from the 1998 manual Fuel Injector Coil Test .
A Voltage in the range of 6 volts seems to be fine .
The voltage 12 volt from Hot at all times will give approx. 6 volt over the coil and the rest of the voltage (approx. 6volt) be dropped within the PCM on each fuel injector control
