Which one? The compressor itself should spin but not freely, the one on the block should free spin easily. If you cant turn over the ac compressor pully at all then it could be frozen.

If the clutch is frozen, the compressor unit needs to be rebuilt. Cheaper to buy a new one or used from the junkyard. To do a manual test take out the fuel pump fuse and turn the ignition over in short bursts with a belt on it, you need to watch the compressor to see if it is moving. AC Compressors do go out without warning so its a typical replacement part.

Went out today and the pully turned freely. So we replaced both belts the AC Belt and a new Serpintine belt. Started the car up, let it run for about 2 minutes. Turned the AC on working watch clutches engage and disengae when off. Turned on again and after about a minute, went to turn the AC off again when I heard a loud noise, it threw the AC belt again. Checked the pulley and it was free wheeling. Both the tensioner and the other small wheel move very freely. What could be wrong?? and how much does a new compressor installed cost?

OP,
Is the belt shredded at all or do you see signs of wearing on the outside? That could be the only culprit is a loose rubber ring on the balancer especially if the ac compressor and the pulley are fine.

The A/C clutch pulley is supposed to spin freely until 12v is applied to the green and black wires going to it. When 12v is applied the clutch engages and the compressor spins.
If you are throwing the belt when the A/C is on and the clutch is engaged then you may have a seized compressor.
I replaced mine when I had the engine out with a new unit from amazon. It wasn't that expensive and held in by four bolts/ studs on the side of the engine.
You will need to evacuate and replace the refrigerant. If the compressor failed then there is a good chance there is trash in the orifice tube and it should be replaced ~$7.
I haven't replaced the compressor with the engine in so I'm assuming you will have to remove any thing in the way of your work, ie coolant hoses. Aside from being in an awkward position it seems pretty straight forward.
