Autotap has the hardware to control all of the devices on the Corvettes CAN, they would only have to decipher the commands sent to each one to duplicate the functionality of the Tech 2 in software.

EFILive has some of the functionality, but only for the PCM, it won't talk to the EBTCM or the BCM.

Another option is the Ease Professional software for your laptop. It will do all the paramaters and more. Plug it in and you can run 65 functions simultaneously including O2, timing and LTFT.

Well, I'm not sure what you mean when you say all of the bells and whistles, but it comes with the memory card and a few different connectors. We charge 50 dollars to set it up and download the latest software.
