There is probably more inventory where you’re at and likewise better choices and price. If you’re able to get an 03 in the low 20’s at that mileage I would have already bought it by now. Like other forum members said, perform your due diligence and don’t get toooo emotional. I would definitely pull the battery out and look to see how bad the corrosion is, 5 minute job.
A point of reference, I was in your situation and bought an 02, with about the same miles in the mid 20’s
They are all going to need work at some point, these vehicles are pushing a decade or more now with probably little repairs for low mileage vehicles. A few months after getting mine I ended up with the classic abs box failure. Really not that big of a deal, I was able to find enough information here and get it fixed for a couple hundred bucks, vs. the thousands required at a dealer.

Link below. So I'm thinking of taking this 02 Z for a test spin. Looks pretty clean. Asking price is $25k with 30k miles. About an hour away from me. Looks like some exhaust mods and a cold air intake. No real info on the website.
My question is about the wheels. I'm not a big fan of the chrome, but it's not a show stopper. I like the painted wheels better because I think they look more aggressive. When new, was there an option to choose chrome or painted? Could the chrome be aftermarket wheels?
Anything else you can pick up on from the pics that I should be aware of?

Chrome was never an option. Polished wheels were an option for 2004 only.
They are likely reproduction wheels. Reproduction wheels are poor quality, heavy, but very inexpensive.
OEM wheels have a GM or Speedline stamp on the inside of the wheels.

The painted wheels were standard on all models from 2001-2004 Z06's. The polished wheels were only offered on the Z-16 as standard equipment in 2004.

I have heard that some dealers sent the factory rims out to be chromed,I guess they bumped the price up a little.My 2004 has the original rims that are chromed and stamped Speedline on the backside.I know chrome is not as popular today but an old guy like me thinks they still look good.
