The GTO is a "2-ton brick bicycle tires" and you were lauding it one of the best GT cars out there. Actually, the CTS-V is far less limited for options for larger wheels/tires than the GTO without body/chassis modifications, so the GTO obviously "cannot be fast".
The GTO (especially 2004) isn't even in the same zip code of performance of a Gen 2 CTS-V.

I got my *** handed to me several weeks ago by a CTS-V. I knew the previous owner and he did a handful of things to it and 4.33s... That thing reeled me in so bad that it made it look like he was racing a Civic. That's how bad he ripped my Z06. Easily a mid 11 second car.
When I attended the V8 Supercars event at Cota in 2013, the two CTS-Vs were at the front of the pack the whole time for the GTS class. Johnny O’Connell ended up taking first in the CTS-V. If you think a CTS-V is 2 tons of bricks, I'm sorry, but your argument is invalid. Even if for GTS they completely strip the car inside and out, the CTS-V is still a solid platform for a GT/GTS car.

MODIFIED, both are faster, no doubt about it. Expense? LOL, I could modify the GTO to ~3550 comfortably, I don't think you can come close...with the Cadillac.
