Can someone fill me in on what the GM "PEP" program is? An how can you get on the list for a Corvette, if you even can?

PEP stands for "Product Evaluation Program. It's a GM program where vehicles are driven by senior level GM managers for three months for evaluation. At the end of the three months they are offered for sale to GM employees at a discount less than GMS depending on how many miles are on it. For many vehicles there are more requests for vehicles than there are in evaluation. In this case names are drawn at random from the list to see who gets the next one. In the case of the Corvette, there are about 40 available every three months with anywhere from 60 to 120 requests for them. If you request a vehicle that has more available than requests, you get offered one almost immediately. You can request specific color groups and other options, but if you do it reduces your chances of getting selected.
