Fog lights Vs Driving lights

I still have Cibie headlights and driving lights on my old MG. Pretty normal now but in 1973 oncoming drivers reacting to the bright white low beams were shocked when they were flashed with the highs plus the driving lights.
To answer the OP, approaching C6's and Z06's with their Fog lights on (and they are Fog lights), appear the same IMO.
