Federal emissions option - FE9
if a vehicle is shown with the FE9 (Emissions, Federal requirements) RPO code, does it qualify for California emissions or must it specifically show the YF5 (Emissions, California state requirements) RPO code.

well having been through this earlier this year: no, it will not meet Ca emissions. it must specifically say CA on the sticker. if it does not meet ca, it will say "CA n/a" basically
so they will make you register it out of state for 1 year and you must have 7500 miles on it before you can register it in CA.
Stupid? yes
You can buy an out of state used model if it meets the above criteria and reg it here.
If you are looking to buy an out of state vette, be sure it has the ca emission sticker, otherwise its a pain in the rear.
If you do buy one, you have to have it smogged, then go to the dmv for a vin verification (its actually an emission sticker verification), then pay your sales tax and reg fees.
