Default Changing TPMS units, how hard?

Problem. Looking at a 2010 with the base wheels. The dealer can get me a set of 2009 chrome wheels and he said he would swap them. This is a non GM dealer and didn't know about the difference between 2005-2009 TPMS and the newer 10-11 TPMS.
The big question is how hard would it be to swap the TPMS units between the two sets of wheels? Does the tire have to come off to change them or do they only have to break the bead on one side?

They should be able to just break the bead. The sensors are small so it won't take much room to get them out.

Fairly easy, don't move the tire so no re-balance.

Be sure to use a torque wrench when installing new sensors.
