The rotors with drilled holes like those provided on the Z51 option became standard with the F55 option starting in 07. So no not all Vettes with drilled rotors are Z51's but all Z51 Vettes do have drilled rotors.

Go to a GM dealer with the VIN and they will tell you if the car has Z51. Other option is to ask the seller to take a picture of the RPO code sticker in the glove compartment. That should say Z51 on it. Perhaps he changed the rotors. But to answer your question, yes, all Z51's left the factory with drilled rotors.

OP: The current owner may have done what I did and change the rotors to a different brand such as these. http://shop.performanceafx.com/C6-Z51-Corvette_c15.htm They are lite and last a long time.

Doubtful that the previous owner removed drilled rotors to put solid ones on. Probably does not have Z51 package. Those fender badges are not stock, neither are the body side moldings. Wheels look like GM HTZ wheels.

I bought my LS3 Z51 new and it came with drilled rotors, who knows what ppl put in their cars later on to save some $$. Check in the glove box, second column the last code should say Z51. Also if it still has the original tires, the Z51 comes with the supercar tires (same as Z06), they r the same run flats F1 but they should have a "supercar" writing on the side, I can't see that in the pictures.
I checked the fleabay add:
1. I guess the first owner decided to spend money in tacky chrome and a silly badge rather than in the drilled rotors? Mine is an 09 too, I don't know why his rotors went bad that quick though...
2. He tracked the car and prefered regular over drilled.
3. The seller is "flipping the Vette" and he added the badge and the chrome to attract older buyers with bad taste

or the owner had drillled rotors that wore out and he replaced them with slotted rotors. Still could or could not be a Z51
