I installed Sequential Turn Signal modules on my 2011 GS. The module sequence perfectly during turn signal and flashers operation. However my left taillight only works during turn signal, brake and flasher operation. The bulb is off otherwise given the appearance that the bulb is out. Any suggestion on how to correct?

I have a set, and no issues with mine. It sounds like your either not getting a good connection, or you have one burnt out filament on the left bulb.
Change out the bulb on that side, and assure the connection is good.
It could be a bad bulb.
