Please explain what you mean by "module". Is this an aftermarket item or factory NPP.

It is the stock unit. I believe the module is shot behind the passenger tail lights.

when I purchased the car, one butterfly was wide open an the other Butterfly was half way open, 10amp fuse is good. But the butterfly's won't work. all lines seem fine

For now I did take a screw driver an opened them manually

You may have a "mechanical " issue with the butterfly valve sticking. "Module" implies an electronic issue. If one side is working, that is not your issue. NPP valve actuation is controlled by the PCM (main engine computer - I think that's the right name for it). Either way, your issue is mechanical / pneumatic. Not a computer/ module.

The "25794609-Solenoid" went bad on my 07 Z06 leaving the flaps to default open. Drone was awful! Part was replaced under "good will' from the dealer.

Since they are vacuum controlled there could also be a bad hose or connection between the engine and the rear.

This system is way over-complicated...

hmm I thought it was number 21 in the diagram. I think I might just leave it, it could be a vaccum line to the front of the car, I do know the passenger side skirt was repainted, so maybe they pinched a line doing that

ah, that makes more sense. vacumn leak is the most probable. Hopefully soneone who knows how to trouble shoot it will chime in.

One option would be to find the soleniod up front that switches the vacuum on and off. Apply vacuum there (you can buy vac hand pump at auto parts for $15 +/-). If it closes your valves, you'll know the lines from front to back are good and can focus under the hood.

If that doesn't work, you may get lucky by searching, maybe even on google if you don't find it here. Sorry, I'm not more help. I havent had to work on mine (yet) so I don't know more than that.
