2007 LS2....

Just in front of the passenger rear spark plug wire, there is some sort of easily removed plastic thing that does not to seem to do anything except keep the large harness pushed back towards the firewall. Is that all that it is supposed to do?

Yes. To keep it away from the exhaust manifold.
