I have kind of noticed this ever since I have had the car, whether it is in Drive or Sport, but have began to notice it a little more using the Paddle Shifters. The issue is that when the car shifts up , I can feel the gear change, then give it more gas, the RPMs rev up like it was in the last lower for about 1-2 seconds and then the RPMs drop off like in the gear it should be in with no feeling of a shift. This does not happen all of the time, but does happen a good bit. Any one else experience this? Any ideas on what may be happening? Thanks.

Torque management i think you can have the car tuned and it will improve it

The transmission is tuned for reliability, cost effectiveness, drivability, and performance. In that order. Look up Chuck Cow. He can fix it. Your other option is a manual.

Definitely not normal. Is it in all gears or only some? Depending on which gear changes have the issue, specific parts can be suspected but all have common causes usually involving damaged or worn clutch plates, pistons, or seals. None are easily fixed and all require tearing into the transmission to find the worn/damaged part. Reading codes might help diagnose the issue.

So are you all that say I need a tune saying that it is normal, and it is how GM basically engineered it? And that getting a tune would make it perform better and would make it stop doing that?

doesn't sound like a normal characteristic of the A6.
IMO, the trans is slipping and could be something as simple as low on fluid or the trans filter is dirty and needs replacing.
Could also be something to do with the fluid temperature in regards to when it's hot or cold.

My Questions would be are you letting off the gas or not, when you shift in paddle mode.
I know my 09 will do an odd thing once in a great while if I don't keep my foot on the gas when paddle shifting around town and Not being heavy on the gas.
But, it's never felt like the trans was slipping.
Also, how many miles on the car, and did you buy the car used or new.
Has it always done this, or is it something it just started doing.

It is possible the trans needs an update to software, but I would make sure there is something wrong, or not with the trans, Before getting an actual tune.

Just my thoughts for what it's worth.

I think I have realized it has something to with how 6th gear works -I'm not sure why it does this but when going from around 45-60 mph, once it hits around 55mph, with a constant foot pedal position, the rpms drop off like it just changed a gear, but it has not. Anyone else notice this? Thanks for the help.

That's your torque converter locking up. Totally normal behavior.
