At what temp does the fan system become active? I noticed my car likes to idle around 216°f and thought that was a little warm. Temp comes down when moving, but still stays around 200°f.

That's not excessively hot but I would make sure the fan is working at all if you haven't done so already. There have been issues reported with the connector to the fan melting. When that happens the fan no longer comes on. An easy test is to turn on the AC. That should force the fan to come on to pull air through the condenser.
