Stealership Horror Story
Kinda wondering if anyone can beat this encounter with a Chevy Dealership service department. So i'm heading into my work last week and i noticed that the A/C wasn't as cool as it should be. So i thought i would just drop it off and let them check it out. So about 3 hours later they call and tell me i need a new A/C dryer and the whole nine yards. I brace myself and ask how much the tech goes drive out around 1100 bucks. After i catch my breath i tell him i will need to think about it. It being around the holidays and all. So on my way home i stop off at a friend's local garage thought i would get a second opinion. He pops the hood and goes here's your problem you missing the A/C belt!!!!!
50 bucks later it's blowing cold air..... should i report it to the GM at the dealership. i mean the tech saw corvette and though $$$$$........

Doesn't surprise me at all and I've been relaying some of my personal horror stories about them.
Had a big Dodge Van Safari Conversion a while back, wife stopped at the dealer cause the A/C wasn't cold, came home with a estimate of a gazzlion dollars to replace all hoses, belts and lots of other stuff. I took it to an independent guy I knew and he sniffed it, found the pfitser (sp) valve leaking, replaced for like $20, all good.
Went to dealer and raised Holy Hell, they tell me it was a big mistake, hell yes it was
NSF PS I forgot the van was 2 years old

This is exactly the kind of thing that needs to get reported. This was either an attempted scam or abject incompetence. Either way, this technician needs a knot jerked in his tail.
It does seem like a missing belt would throw some codes. Have you checked them?

Burning Brakes
My friends bring their cars to me for a second opinion all the time. This happens so much it's almost unbelieveable. From both dealerships and private garages. Maybe I should go into business just to expose garages publicially for the fraud they commit. Kind of like a sting operation that local news stations do sometimes.

It's just an opinion, but really you have nothing to complain about because there is no written estimate and most likely not one in the system either. All anyone has to make is some excuse, such as, "I hadn't had the time to look at it, and I gave the customer some ideas of what might be wrong, and what it might cost." Yes, that's a far stretch from what you say the conversation was, but imagine it from the other end.
Second, a tech from a dealer called you back? Wouldn't it be more likely that a service advisor called you (who is, in most cases, nothing close to a technician in job description or ability)---does seem more likely to me unless it's such a small dealer that somehow techs have two jobs?
You may want to have a conversation with the GM of the dealer and see how it goes from there. It will be interesting to read about the conclusion.

If there was no belt on the A/C how would it blow any cold air at all?

Something isn't adding up in this story. If the OP said the system needed a charge, I would believe that (although that still means it has a slow leak). Mysteriously not cooling quite as well and it's a missing belt?!...I don't think so. Not to mention the sound and damage a belt causes when it departs the engine bay.
