Can't remove fuse box cover over cig lighter fuse
I've located the I/P fuse panel in the passenger area. Any tips on getting the cover over the cigarette lighter fuse off. It's the box on the right. Thanks! 2006 C6

Kind of a pain, but if push comes to shove, then disconnect the battery, remove the BCM connector that is blocking you, and this will give you the needed clearance to remove the cover.
Hence the problem is not the releasing the lock tabs on the cover, but getting clear of the fuse box with the BCM harness in the way.
#12 is the cover, so its just pull straight up and off to release it from the lower block. The trick is getting the BCM connector harness out of the way first, and if GM has the harness snugged in tight over the top of the cover when they strapped it down, you have have to take the BCM connector off the BCM to pull the fuse box cover.

Thanks. I was afraid this would be the answer and was hoping for a miracle fix. The lock tab, however, are very tight. More so than the cover at the bottom.

The blue BCM connector is not hard to remove.
Once you have the battery disconnected (don't spin the 10mm nut off the way off the stud on the connector, just loosen it enough to pull the battery connector off one of the terminal), pull up on the back of the gray tab to get it unhooked from it locking seat, then push the gray lever all the way forward and back to unhook its locking arms from the socket tabs. Once you have this done, then the connector will pull straight up and off (don't try to **** it off the socket to one side).
If the connector will not pull straight up and off, then work the Grey lock arm up and down a few time to get to move all the way up and back so it's arm locks cam free from the BCM socket locking tabs.
If you need to remove the main one (red) then loosen the center bolt until its just is free spinning and the connector will pull straight up and off as well.
Once you have the connectors reconnected, then you can hook the battery back up, and don't forget to re-index the windows.
