does this look like salt stains from previous owner?

OH, NO!!! A CAR THAT MIGHT HAVE BEEN DRIVEN IN THE WINTER!!! Who knows, it might also have been driven in the rain!!!
Wash it and, it the plastic wheel wells are still white and it still bothers you, take the wheels off and scrub them. As far as salt hurting anything, it either won't because it was a one time deal and driving in the rain will wash it all away, or it was driven all winter in salt for many years in which case, it probably won't hurt anything because these cars are designed to resist corrosion. Lots of plastic and the metal parts are very thick. This isn't a sheet metal uni-body car.
BTW, your rotors do look far more rusty than any I've seen. It looks like someone burned the paint off them. Here's what my factory rotors looked like a few minutes ago after 10 years and 67,000 miles as a DD. BTW, excuse the dirt. It's been driven in the rain several times since the last time I washed it.

I would never buy a Vette that was driven in salt covered roads. That stuff gets inside a lot of areas you don't see. It's a sign of an owner that does not care about the car or that's the only vehicle they have to drive. You drive a different jalopy during the winter time. That's what I did when I lived up north.

Look under the car for whitish corrosion on the aluminum and alloy parts. If you see any, it was likely driven on salted roads. If not, it was not, or was taken care of properly to prevent any issues.
I certainly would not worry one second about it if the rest of the car is "flawless".
Good luck.

Looks like love juice...
Kidding. Clean it up and move on. Or don't clean it up, it's on the plastic underside that it won't hurt. Either way, don't let it worry you. There are far more important things to worry about, like if it's ever seen rain.
