I'd like to know who owned my 05 before I did. How can I do that? The BMV told me that there is a privacy law in my state and they weren't allowed to give it out. I know the guy's first name was STEVE. It showed up on the console when I first got it and I started the car.

Probably not. Is there a chance that the dealer you bought the car from has his info. Perhaps they can give Steve a call and leave your number with him and he can call you back if so inclined.
Many people will not give out personal information in today's age. Did any service records come with the car. Perhaps they might be able to contact this Steve. Call you insurance person...might be able to find Steve that way. Again, your agent calls his old agent and leaves your number for a return call?

As Wayback said, go to any GM dealership svce. dept.; they can look it up. But this is not a complete service record. It is GM's own computer record of TSBs done on/for the car, warranty work done, and some other things like a prior warranty "block" on parts of the car. It is not a "service" record. But it is free. As MH said, too, many dealers may not tell you the prior owner due to today's privacy laws.

CA DMV dumps their records after something like five years. They will not have a record of who owned the car prior to you and maybe the previous owner, but I'm sure the identity police will deny you that information. I've tried to get that information on my '69 Mustang and my '69 Vette with zero success.

Check your car
I tracked down the owner of one of my C6s by the Blutooth entry on the phone list.
It contained his home phone number. He didn't erase it when he traded the car in.
I tracked the owner of my C7 by the Navigation system. It showed where "HOME" was and the system referenced the address numerous times. I made contact and they weren't too upset, but, I make sure I clear the Bluetooth, NAV system previous destinations and the Garage door opener when I trade in a vehicle.
