I usually just use a paint prep solvent, but I have it in the shop anyways for collision work. "Prep-sol" type of stuff, or 'DuPont First Klean-3900S".
There are a couple of different 'Goo Gone/Goof Off' type of solvents out there, some may be a bit more harsh than others. The citrus based ones may be better for the paint vs. the solvent based formula. Read the label carefully.

This stuff isn't a real quick dry product, but will dry on its own with a little bit of time. Won't hurt clear coat though, which is the idea.

Lighter fluid. I've used Zippo and Rohnson(sp). Not sure about the BBQ lighter fluid if you have that laying around its worth a try.

Don't know about "best" but Turtle Wax Bug and Tar Remover works for me and you can get it at Walmart.
