Boost-A-Pump and tune question

Boost-A-Pump and tune question
I bought my car with the Procharger already on it. I had it dynotuned last summer and my Tuner told me I should install a Boost-A-Pump. I thought the car had one, but it was not to be found underhood.
I was looking over the car today, and I seen a nice power cable attached to the alternator. I pulled up the harness to it, and found it is the Racetronix harness that would go to a Boost-A-Pump. I checked its 20a fuse and found it was good.
I remember after I had the car tuned he said he seen the pump voltage dropping. He said add the Boost-A-Pump underhood, and he would feel more comfortable leaning it out for a little more power. Car put down 539 at the wheels.
Could the Boost-A-Pump be bad? Is there a way to tell?
