To monitor the car and check/clear codes, a cellphone, Elm37 and corresponding software will have you covered.
In my case, I have a Iphone, so it's a Wfi elm37 to plug in to the OBDII port, and Dash commander on the phone.
If your running a droid phone, then bluetooth elm37 and dashcomander or torque.
Torque,
If you are looking to over all tune/tweak timing, then either HP tuner, or EFI live will give you full control of the system.

If you are using a Iphone, then you need a WiFi elm37, not bluetooth elm32!!!!
The iphone don't work with the blue tooth elm 37 without jailbreaking the phone, then still need a third party software program to get it to work.
With a wifi elm37 (low profile works best so you don't hit it with your legs when driving), just go to settings/wifi on the phone once you have the Wifi elm37 plugged in to the car, and select it to connect to the car to the phone. From there, just open up the dash commander app, and you should be up and running once you set the app up to correctly connect to it in the app settings.
As for pushing timing, theirs a lot more to tuning then just pushing timing, and depending on the fuel your running, if the engine start to get knock, it going to pull the time back anyways (same with other factors as well, such as the temp air that the intake is pulling in).

Your running the device cordless to your Iphone (through wifi, so the device needs to be Wifi, not blue tooth), and you want it low profile so you are not hitting it with your legs as you are driving (look in the car to see where the ODBDII port is, and not that it right above your legs).
This is the unit I run for my Iphone running dash commander.
Note, when your not using it, unplug if from port/reach up and hit the off button since will stay live if you don't turn it off or unplug it and drain the battery.
