Default OBD won't connect to VA emissions computer

My 06 LS2 coupe won't connect to the Virginia emissions computer. I have tried several state inspection stations. I can connect with my Autocal scanner. I have a Chuck COW tune. The cigarette lighter works fine.
Any ideas?

Have you removed any modules or disconnected them?

I swapped ECMs a couple years ago when I put in the COW tune.

Did you get your ecm back or another one in which he already installed a tune?

I wonder if the state equipment looks at the VIN in the computer? I don't know anything about this stuff, just a question. Give Chuck a call and see what he says.

I talked to Chuck last week
We couldn't think of a reason why the tune would cause this. I was hoping that going to another inspection station would work but I got the same result.
The local Chevy dealer does inspections so that will be my next stop.

same exact thing happened to my WRX STI,

ended up to be damaged OBD2 port connector, from being used over and over ( for tuning )

get a good flashlight and look into the OBD2 port, to make sure the wire pins are all there and not bend out of shape

was an easy fix
