obd ii plug/connector
Greetings - I have a 08 in Oregon that needs to do the vehicle inspection, DEQ. They connected the cable and aborted from three units, including a hand held, "unable to establish link with vehicle, no voltage detected". I took it to a dealership, they checked the fuses, said they were okay. Any ideas to check out would be appreciated, is there a tester I could get?

Car has to be in either ACC or run mode to start with.
So before they plug in, without touching the brake, or clutch pedal, press and hold the starter button in for 15 seconds, which will put the car into "Run" mode without the motor started.
Now let them connect to the OBDII ports.
Note, if you want to check this out quickly before taking it back, just go to an auto parts store and they will scan the car for free. If with the car in run mode (motor off) and the auto parts gets a good scan, then its the rocket boys at the inspection station that are trying to scan the car with it not in run/acc mode instead.
